My estimate is that she believes that assassinating Zephyr Halima is for the greater good, but only just about. Also, she has been programmed with loyalty to the Emperor. An interesting question is how high up in her programming is this loyalty. It seems likely that it is above the First Law, but is it above, below or equivalent to the Zeroth Law?
